International Register of Shipping (INTLREG) has been placed in the Medium Performance category in the Paris MoU 2025 Recognized Organization (RO) Performance List, applicable from 1 July 2026.
The Paris MoU assessment provides an independent, data-based measure of Recognized Organization performance. Rather than reflecting a single inspection or moment in time, RO performance is assessed annually using inspection and detention data aggregated over the three preceding calendar years.
For the 2023–2025 assessment period, INTLREG recorded 371 inspections and 7 detentions attributed to RO responsibility, resulting in an Excess Factor of 0.46 and classification within the Medium Performance category.
The latest result also represents an improvement from the previous 2022–2024 assessment, when INTLREG was classified in the Low Performance category, based on 353 inspections and 12 detentions.
For INTLREG, these independently published results provide a measurable reference point for continued focus on survey quality, technical oversight, regulatory compliance and continuous improvement.
Classification performance is built vessel by vessel, survey by survey, and year by year. As international regulatory and Port State Control expectations continue to evolve, INTLREG remains focused on strengthening technical processes and supporting safer, compliant shipping worldwide.
