IMO is supporting Senegal’s efforts to digitalize port procedures with a needs assessment to guide the setup of a maritime single window (MSW) at the Port of Dakar.
A maritime single window is a one-stop digital system that streamlines the exchange of information required for ships’ arrival, stay and departure from ports.
By simplifying information exchange between ships and public authorities, an MSW can reduce duplication, improve coordination and cut the time and costs associated with port clearance procedures.
Since 1 January 2024, all IMO Member States are required to establish, maintain and use MSWs in ports.
The needs assessment mission, conducted in Dakar (5 - 9 October), assessed existing port processes and institutional frameworks to identify requirements for establishing the system.
IMO consultants engaged Senegal’s National Agency of Maritime Affairs (ANAM), the port administration, relevant ministries and public agencies, including customs, port health, border police and immigration services. Consultations also involved private-sector stakeholders, including shipping lines, shipping agents and terminal operators.
Towards a roadmap for digital transformation
A comprehensive mission report outlining a roadmap to support the development of the MSW in the port of Dakar will identify key stakeholders and their roles, analyse institutional and operational needs, and include practical recommendations for the deployment of the MSW. The recommendations will be aligned with IMO principles and guidance, as well as the development of supporting digital tools.
The needs assessment was delivered through IMO’s Integrated Technical Cooperation Programme (ITCP) in close collaboration with the National Agency of Maritime Affairs of Senegal (ANAM).
