FuelEU Maritime has created a new market for compliance surplus. The price of that surplus now shapes how shipowners, charterers and fuel suppliers weigh their options, yet much of the industry still has to estimate what pooling really costs. Rystad Energy and OceanScore are working together to close that gap.
Under a new data agreement, Rystad Energy will integrate two sets of OceanScore data. The first is offer data from the OceanScore FuelEU Marketplace, where surplus providers post offers to companies holding compliance deficits. The second is the OceanScore Pool Price Index (OPX), a volume-weighted benchmark for FuelEU pooling prices.
The data will feed into Rystad Energy's Clean Shipping Solution, which tracks the maritime energy transition across fleet development, ports and bunkering, fuel costs, and fuel supply and demand. With observed surplus offer prices built in, fuel cost competitiveness assessments can reflect what the market is paying for compliance today. Clients will be able to compare conventional, transition and zero-emission fuels on a consistent, market-based footing.
Greater price transparency benefits the wider industry. Clearer pooling benchmarks can help shipowners plan compliance strategies with more confidence. They can give fuel producers a sharper view of the value of low-emission fuels, and support ports and investors as they size future bunkering demand. When decisions across the value chain rest on observed market data, the transition can move faster and with fewer costly surprises.
