Maritime security has entered a period in which traditional and emerging threats increasingly overlap. Merchant vessels continue to face piracy, armed robbery, unauthorized boarding, stowaways and the risk of drugs or contraband being placed onboard. At the same time, ships may operate close to armed conflicts, military activity and areas affected by missile, drone or mine threats.
Recent incidents have shown how quickly the operating environment can change. Commercial vessels have been exposed to attacks or heightened security risks in strategically important waterways, while renewed piracy activity off Somalia and in the Gulf of Aden has underlined that threats once considered largely contained can quickly return. This creates a more unpredictable security environment for Masters, crews and shore-based teams.
Conflict is moving closer to commercial shipping
One of the most significant developments is the growing exposure of merchant shipping to geopolitical instability. A vessel does not need to be the intended target of military activity to be placed at risk. Its route, cargo, ownership, flag or simply its presence in a strategic area may increase its exposure.
Missiles, drones, mines and other hostile activity can turn what would normally be a commercial voyage into a security operation requiring continuous reassessment. In such conditions, voyage planning cannot rely solely on information available before departure. Threat levels may change within hours, making timely intelligence, communication between ship and shore and the ability to adjust plans increasingly important.
Traditional threats remain
The renewed focus on geopolitical risk should not distract from more familiar maritime security challenges.
Piracy and armed robbery remain present in several regions, while incidents involving vessels at anchor or underway continue to demonstrate the importance of effective access control and watchkeeping arrangements.
Serious incidents may begin with relatively simple weaknesses: an unsecured door, an inadequately controlled gangway, poor lighting or an unusual approach that is not challenged. These may appear minor compared with missile or drone threats, but they remain among the security risks most directly influenced by shipboard practices.
Organized crime continues to adapt
Drug trafficking and other forms of organized crime add another layer of complexity. Criminal groups continue to adapt their routes, concealment techniques and methods of gaining access to vessels and port facilities. Ships may be used without the knowledge of their crews, creating significant legal and operational consequences when narcotics or contraband are discovered onboard.
Physical and digital risks increasingly overlap
Another concern is the growing impact of GNSS interference. Jamming and spoofing have become more frequent in areas affected by geopolitical tension, creating risks for navigation, tracking and systems that depend on satellite positioning.
Such developments also show how the boundaries between physical and digital security are becoming less distinct.
From compliance to preparedness
The Ship Security Plan remains the foundation of onboard security, but procedures alone cannot address every scenario.
Effective maritime security increasingly depends on voyage-specific risk assessment, reliable intelligence, clear communication and the ability of the Master and crew to recognize when conditions have changed. Crew awareness remains equally important.
Today’s maritime security challenge is therefore not simply about responding to more threats. It is about operating in an environment where risks are increasingly interconnected, conditions can change rapidly and preparedness depends on how effectively procedures are understood, adapted and applied in practice.
