The International Maritime Organization (IMO) has updated its guidance on the validity of radiocommunications equipment installed and used on ships, warning that some coastal stations may introduce new VHF channel arrangements ahead of the 2028 deadline.
As explained by Lloyd’s Register (LR), MSC.1/Circ.1460/Rev.5 replaces the previous Rev.4 and retains the requirement for VHF radiocommunication equipment to comply with the new channel arrangements by the first radio survey after 1 January 2028. However, the revised circular acknowledges that some VHF coastal stations may already have moved to the new arrangements and no longer support legacy VHF channels.
The circular states that ships should be capable of transmitting and receiving VHF radiotelephony with shore facilities in their area of operation, noting that some administrations may implement the new channels before 1 January 2028.
Where this applies, ships’ VHF GMDSS equipment must be compatible with the frequencies and channel arrangements specified in Appendix 18 of the ITU Radio Regulations (RR). The revised Appendix 18 introduces four-digit channel designations, replacing the previous two-digit format.
For newer VHF equipment, compliance may be achieved through a software update, while older equipment may require replacement.
Shipowners and operators are advised to check whether coastal stations in their areas of operation have already implemented the new channel arrangements and determine whether equipment updates are needed ahead of 2028, LR notes.
They should also consult equipment manufacturers to establish whether software updates or replacement equipment will be required, LR concludes.
