The Ministry of Energy and Infrastructure, in the presence of leaders of the maritime sector and a select group of representatives of international bodies and global companies, launched the Global Maritime Transport Package, the first initiative of its kind that unifies maritime transport services under a comprehensive digital umbrella provided to national and foreign ships received by the ports of the United Arab Emirates.
During the launch ceremony held today in Dubai, the ministry revealed that the package includes 28 services, in partnership with 62 entities, serving more than 38,000 beneficiaries annually, and achieving a customer happiness rate of 92%.
The maritime transport package embodies a pioneering Emirati model in developing integrated government services, as it is the first maritime package in the world that unites a wide range of services within an integrated digital framework.
This initiative reflects the UAE’s commitment to enhancing the efficiency of the maritime sector, streamlining procedures, and boosting its global competitiveness through innovative solutions based on integration and smart governance.
His Excellency Engineer Mohammed Al Mansouri, Undersecretary of the Ministry of Energy and Infrastructure for Infrastructure and Transport Affairs, said that the launch of the global maritime transport package embodies the vision of the UAE in building future systems that enhance the efficiency of international trade and facilitate the movement of shipping and navigation around the world. Today, we are moving from traditional services to an integrated digital platform developed with global standards, unifying maritime transport procedures and linking international partners to a single system that relies on innovation, artificial intelligence and new generation technologies.
He added that this achievement enhances the confidence of the global maritime community in the role of the UAE, and confirms its position as a pivotal center in the development of the international maritime infrastructure. Thanks to cooperation with more than 62 local and international entities, we are moving towards reshaping the experience of maritime transport services, and providing a model that enhances the safety of the sector, raises its efficiency, and promotes its sustainability in line with the requirements of the future.
For his part, His Excellency Engineer Sharif Al Olama, Undersecretary of the Ministry of Energy and Infrastructure for Energy and Petroleum Affairs, said that this initiative comes within the Ministry’s efforts to support the approach of zero bureaucracy and transforming services into an integrated digital journey, which enhances the UAE’s role as a global center for smart and sustainable maritime transport, and keeps pace with the objectives of the “We Are the UAE 2031” vision and enhances the country’s presence in the global maritime economy.
He affirmed that the UAE will continue to work with its international partners to accelerate the pace of digital transformation in the maritime sector, and to innovate practical solutions that support the resilience of global supply chains, and enable the sector to meet the challenges and capitalize on the opportunities that the global economy holds in the coming decades.
The package, which has been linked with a number of international bodies, including Lloyd's Register of Shipping, the China Classification Society, and the Indian Register of Shipping, in addition to government agencies and institutions in the federal and local state and the private sector, is a qualitative leap that enhances the technical guarantees for ships and provides a digital infrastructure capable of serving international maritime traffic with unprecedented levels of efficiency. The package represents a new global model in modernizing the maritime transport sector and accelerating its operations, as it combines port services, ship insurance, and "Blue Pass" services within a unified platform that relies on artificial intelligence, blockchain, and smart monitoring to ensure the highest levels of transparency, accuracy, and international compliance.
The launch of the package comes in light of the fact that maritime transport services are witnessing a large volume of procedures, as commercial ships today need 365 procedures, filling in 552 fields and submitting 117 documents. The system also serves 3,377 national ships and 35,322 foreign ships visiting the country, which highlights the urgent need for a comprehensive digital solution that saves time and effort and radically raises the efficiency of the sector.
The package was developed in collaboration with more than 62 partners from local, federal, private sector and international companies, achieving a reduction of up to 99% in procedures and documents, and a significant reduction in the time required to complete services, thus consolidating the UAE’s role in creating practical solutions that are reshaping the future of maritime services.
The first phase targets insurance companies in the UAE, with plans to expand later to include global insurance companies, thereby enhancing the UAE’s position as a unified international platform to facilitate maritime transport operations and increase the reliability of global shipping chains.
