The Top PSC Performers List highlights outstanding performance within the global PSC ecosystem, covering ships, managers, and inspections, with the objective of promoting transparency, fairness, and continuous improvement across the industry.The rankings are based on data from the last 36 calendar months, encompassing 1,925 PSC stations, 8,597 managers, 39,332 ships, and 233,757 PSC inspections worldwide, across all 17 segments of the ocean-going fleet.
When assessing PSC performance, a “one-size-fits-all” approach is inherently misleading. Using two critical Key Performance Indicators—Deficiencies per Inspection (DPI) and Detention Rate (DER)—combined with advanced analysis of a large and complex dataset, RISK4SEA measures performance against truly comparable peers, accounting for ship type, segment exposure, and operational context.

Multi-Segment Champions
This distribution illustrates how frequently managers appear in Top 10 rankings across different segments. The majority of managers – 314 – are recognized in a single segment, while progressively fewer demonstrate sustained high performance across multiple segments.
Specifically, 54 managers appear in two segments, 13 managers in three segments, four managers in four segments, and one manager achieves Top 10 recognition in five segments, highlighting exceptional performance breadth and consistency.
In addition to the Top PSC Performers List, RISK4SEA has released the January 2026 edition of the “PSC Resilient 50”, a complementary initiative recognizing the Top 50 managers that have undergone a high number of PSC inspections without any detentions. An organization is classified as resilient when it consistently withstands substantial PSC exposure without operational disruption.
